i am using debit card, and wechat pay balance i cannot top up because i am not using a card from mainland china

It says current transaction does not support, perhaps you can purchase from another vendor.

It's up to the store (or the store's payment processor if they are using one) to decide whether they want to accept credit cards and international cards depending on the type of contract they have with wechat. Since the processing fees are a lot higher than for ordinary domestic payments some just don't want to deal with credit cards and international cards.
