### Problem Statement
Dear Anthropic Team,
I am writing to report severe cross-region pricing arbitrage targeting the Nigeria region of Claude Pro/Claude Code.
The ₦14,900/month (~$11) price, intended for local users, is being widely exploited by users from China. They bulk-register Nigerian Apple IDs, hoard gift cards, and resell subscriptions at a markup on third-party platforms. This damages the pricing system, harms legitimate users, and reduces your revenue.
This abuse has now escalated to the point where legitimate Nigerian users are also severely impacted: local gift card supplies are being completely bought up by scalpers, making it nearly impossible for actual residents to purchase official cards at the intended price. Many Nigerians now face either empty shelves in local stores or massively inflated resale prices, while some users even have their accounts flagged or restricted due to mass, high-volume gift card purchases linked to these arbitrage operations. The pricing tier designed to make Claude accessible to low-income users in Nigeria is now being hoarded and resold by non-local users, defeating its original purpose entirely.
A clear precedent is OpenAI’s recent action on Turkey region pricing, which was drastically increased to stop similar mass arbitrage.
I urgently request you to:
1. Raise the Nigeria region price to near US levels ($18-20/month), OR
2. Restrict subscriptions to local Nigerian IP/payment methods.

Example scenario:
1. As a regular Claude Pro/Claude Code user, I rely on a fair and stable pricing system to access the service at its intended price.
2. Currently, the Nigeria region pricing (₦14,900/month) is being widely exploited by bulk scalpers, mainly from China. They register fake regional accounts, hoard gift cards, and resell subscriptions at a markup, making the official low price unavailable to legitimate users.
3. With the requested changes (price adjustment or regional restrictions), this kind of large-scale arbitrage would be blocked. Legitimate users like me would no longer face unfair competition from scalpers, and the service’s regional pricing policy would work as intended for its target users.
4. This would protect both my rights as a paying user and Anthropic’s revenue, and it would follow the clear precedent set by OpenAI, which recently raised prices in the Turkey region to stop identical mass arbitrage abuse.
